Remember that Haswell-powered Dell workstation that popped up last week? The company is officially ready to acknowledged its silicon, announcing on its corporate blog that the machine is being unveiled at SIGGRAPH this week. Dell is still reluctant to get into specifics, but confirmed on a teaser page that the Precision M3800 would contain a 4th Generation Intel Core-i7 CPU, NVIDIA Quadro graphics and a 3,200 x 1,800 QHD+ multi-touch display. Even better, all that is set to fit into a tight 0.7-inch chassis that weighs in at 4.5 pounds. Mum's still the word on specifics, but previous leaks assigned the machine 15GB of RAM and either a 1TB HDD or a 512GB SSD. Dell hasn't let the workstation's price slip either, but we don't expect it to be cheap -- nothing thin and powerful ever is.

Pension funds cannot jump creditor queue in bankruptcy - UK court

LONDON (Reuters) - Pension scheme members cannot jump ahead of other creditors when a company or bank goes bust, the Supreme Court said on Wednesday in a landmark ruling that clarifies the ranking of creditors in an insolvency.

The ruling was the result of a case brought by the administrators of the UK divisions of investment bank Lehman Brothers and Canadian telecoms company Nortel, which filed for bankruptcy protection in 2008 and 2009 respectively.

Britain's pensions watchdog The Pensions Regulator had submitted a claim when Nortel and Lehman went into insolvency asking for pension members to be paid ahead of other claims.

But the Supreme Court said pension fund members should not be ranked above other unsecured creditors in an insolvency.

The court decision clarifies the position of corporate lenders (banks) in the creditor queue.

"The banks should ... be more comfortable lending after today's decision, as they would have demanded more favourable terms or even refused funding if this judgment had gone the other way," said Devi Shah, a partner at law firm Mayer Brown.

The case also provides more clarity on how to handle the pension deficits of insolvent companies. Lehman's deficit stood at 148 million pounds ($227 million) when it filed for bankruptcy, and Nortel's at 2.1 billion pounds.

Paying off sums of this magnitude first would have meant there might not have been enough money to pay off all other creditors.

"Scheme members have the protection of the Pension Protection Fund (PPF), which other creditors don't," Jennifer Marshall, restructuring partner at Allen & Overy, said.

The Nortel and Lehman Brothers pension schemes are both in the PPF, which was launched in 2005 to take over the assets and liabilities of UK-based defined benefit pension schemes if an employer goes bust.

Scottish government - Oil tax would not change with independence

LONDON (Reuters) - The Scottish government, seeking a split from Britain, pledged in a paper on Tuesday to examine ways of maximising North Sea oil and gas returns but pledged not to increase taxes on the sector should the country become independent.

Scotland will hold a referendum on September next year to decide whether it should end the 300-year-old union and leave the United Kingdom. An estimated 90 percent of Britain's oil and gas is in Scottish territory, putting the North Sea industry at the front of the debate.

In a move which could help allay oil company fears about political uncertainty, the Scottish government said there would be no increase to the tax burden on the industry in an independent Scotland and the need for stable tax rates would underpin its policy.

Britain was criticised by oil companies in 2011 for a surprise tax rise which was greeted with dire predictions for production in the North Sea, an area where output has been in decline since 1999.

"Scottish Ministers are clear that there are no plans to increase the overall tax burden on the industry and that no changes will be made to the fiscal regime without consultation," the Scottish government said in its paper, 'Maximising the Return from Oil and Gas in an Independent Scotland,' published on Tuesday.

Underscoring its efforts to maintain stability, the paper also said that in an independent Scotland there would be a presumption in favour of adopting existing aspects of the current tax regime in the British North Sea.

Ministers also plan to create an expert commission to develop the proposals outlined by the paper, the government said.

The ruling Scottish National Party argues that North Sea oil revenues combined with farming, fishing and whisky industries would enable an independent Scotland to prosper. But critics say the sums do not add up because oil reserves are dwindling and Scotland would lose the disproportionately generous share of taxpayer money raised across Britain that it currently receives.

The paper also said that an independent Scotland would establish an oil fund for its oil revenues once fiscal conditions allowed, reiterating First Minister Alex Salmond's long-stated plan.

Since 2011, Britain has partially rowed back on a hike which took the tax take on oil and gas output to 32 from 20 percent, bringing in a number of tax breaks to help make some marginal fields commercial.

The Scottish government said it could look to add more such tax breaks and would also seek to encourage more exploration off its coast.
